It was incorporated in 2017 by the representatives of Pickens County, who administered the Hagood Mill Historic Site at that time. The Hagood Mill Foundation took control of day-to-day management of the Hagood Mill Historic Site, including the Hagood Creek Petroglyph Site and Heritage Pavilion, in July 2019 with the signing of a Memorandum of Understanding with Pickens County, the owners of the site.
